The Deathly Hallows is a slaughterhouse, and Scrimgeour is amongst the first to go. He was actually supposed to arrive(by fireplace, to introduce himself as the newly elected Minister of Magic to the Muggle PM) in the Half Blood Prince, though they obviously cut his introduction for time reasons. A smart move probably, as I'd rather hear more about Weasley's Wizarding Wheezes, how bout you?

I see Nighy instead as Scrimgeour's replacement, Pius Thicknesse, who is suitable villainous, though perhaps I'm influenced by his portrayal of Davy Jones. But he would get plenty of action in the final battle.
